SCL QO Manager (Japan and Korea)
(SCL QO Manager: Supply Chain Logistics Quality Operation Manager)

Role Summary

  • Reports to the APAC Supply Chain & Logistics and Affiliate Quality Lead within the Global Quality Organization
  • Responsible for Quality Assurance (QA) oversight for warehousing, distribution and supply chain operations within the Japan and South Korea distribution network.
  • Assures compliance to GMP/ GDP regulations and Zoetis policy standards for Supply Chain and Logistics operations and associated processes, including importation, warehousing and distribution, reconditioning of products, management of external relationships with Logistics Service Providers, Transportation service providers and Suppliers.
  • Drives Zoetis global quality policies and procedures in order to optimize overall quality and compliance performance and to enhance Zoetis compliance, business reputation and relationships with regulatory authorities
  • Continuously seeks opportunities to improve existing systems, processes and performance with local market logistics service providers
  • Defines and continually update strategies and plans to achieve objectives.
  • Actively engages in market supply and delivery issue management, escalating appropriate issues to APAC Supply Chain & Logistics and Affiliate Quality Lead in time to ensure necessary remedial actions.
  • Maintains good working relationships with Japan and South Korea Commercial, Regulatory, Affiliate Quality and SCL colleagues to reach common objectives

Role Responsibilities

1. Contracted warehouse management

  • Negotiate the quality agreements between the contract giver and the contract acceptor which specifies their respective responsibilities relating to wholesale distribution and/or transportation of veterinary products
  • Point of contact for quality Zoetis audits and follow up to support contractor development and implementation of audit action plans in a timely manner, based on existing procedures and practices;
  • Assure Good Distribution Practices at 3rd party warehouses in Japan and South Korea markets.
  • Manage investigations, CAPAs, Complaints, recalls, returns and other quality events/issues at 3rd party warehouses.

2. Logistics management

  • Manage the quality requirements for distribution, transportation, and storage activities managed by third parties, including oversight of contracted 3rd party logistics service provider companies
  • Manage the quality requirements for local delivery and export, to other markets.
  • Works with the Sites, SCL, Logistics providers and applicable Affiliates, to ensure that products are released and shipped and handled in a compliant and efficient manner
  • Performs necessary functions to maintain correct material and lot status within SAP
  • Collaborate in the coordination and completion of any recall operations, following Global and local guidelines and procedures
  • Manage qualification and approval of suppliers and customers
  • Maintain robust Deviation management system, Change Control system, Validation, Complaint Handling system
  • Ensure validated Temperature Control and Cold Chain systems are implemented and maintained for deliveries
  • Be involved in any decision to quarantine or dispose of returned, rejected, recalled or falsified products

3. Quality Management systems

  • Assure Good Distribution Practices are in line with Zoetis standards and local regulations
  • Participate in developing SCL Guidelines to ensure consistency of standards across Zoetis

4. Other

  • Be a Zoetis representative during competent authority audits of Zoetis operations at third parties e.g. contracted warehouses
  • Ensure any impact on Zoetis product is communicated in a timely manner.
  • Develops training packages to increase awareness and understanding GDP and associated processes, for roll out to all colleagues in Zoetis operations, Contract Packaging & labelling and third party LSPs/ CSPs (transporters, customs brokers)
  • Manage training curricula for the Japan and South Korea SCL organization

Organizational Relationships

  • Accountable for establishing appropriate professional partnerships, agreements and communication processes with in-market teams especially, Supply Chain and Logistics, Regulatory, commercial organizations to ensure continuously improving quality performance service levels and achieving objectives in alignment with approved budgets
  • Works closely with the Affiliate Quality in each market

Candidate Requirements

Educational

Bachelor's degree in a Life Science, Pharmaceutical Science, Veterinary, Chemistry, Biology or equivalent;

Experience

Approximately 8-10 years of relevant operational experience in logistics operations or manufacturing within the Pharmaceutical industry.

Language

  • Able to speak and write English well
  • Japanese speaking
  • Korean speaking (plus)
